    ALBANY - A bill to allow women and girls greater access to emergency contraception was, as promised, vetoed Thursday by Gov. George E. Pataki, who critics say turned against his long-standing pro-choice roots in order to appeal to conservative Republicans as he ponders a 2008 White House run.
    But Pataki said he would still back a bill expanding the availability of morning-after pills if it has certain safeguards he said are vital, such as restricting teen girls' prescription-free access to the drugs.
    The governor, under fire from women's organizations that have backed his abortion rights positions over the years, insisted the veto does not represent a shift in his ideology on the issue.
